I guess that that's the part where 'redemption' becomes relevant. He's an outlaw that wanted to redeem himself as soon as he realized that he was gonna die. If you consider that he was raised by Dutch and Hosea, in a gang, at a time where these things were more normalized, it gets easier to sympathize with the situation. He's a "good man" to those standards. It's like claiming that the people who watched the gladiator fights were all degenerate psychopaths, when in reality the context of their time was much different

Arthur was a human with a good nature which was nurtured into a ruthless outlaw by Dutch and Hosea's grooming. The whole point of the game is that, despite this, his good side comes out in contradiction as he is at his happiest caring for others, and he either realizes it and chooses to spend his last days as his true self, or if you go bad honor, weaponizes it against Dutch and Mikah to try and save Jack and possibly John from the same fate
