Because "narratively" Three Kingdoms and Sengoku Period has a semblance of a conclusion with China/Japan getting reunified. Meanwhile whenever one of the diadochi was about to win he always ended up getting killed, and after all the old guard finally dropped dead, the balance of power between the successor states reached more or less an equilibrium after which nothing fucking happened aside from minor frontier wars until all of them eventually got raped by Rome and Parthia.
There's a reason why people prefer the rise of Rome. It's not even about us taking so much from the Romans, with Rome we simply have a clear narrative with multiple arcs and the "story" reaching a definite conclusion with Octavian becoming the first emperor. Of course the issue is that this "plot" is spread through centuries and is more about the states rather than people, which makes it nigh-impossible to translate into a musou anyone would actually give a shit about.
