Shikamaru is a fairly well liked character in Naruto, but by his own admission, he was the hardest character for Kishimoto to write because he's not a 200 IQ genius himself. There's a reason why his only real fights and wins are against jobberswhose powers were specifically designed as a "puzzle" for him to figure out and counter. Against anyone who wasn't specifically designed for him to fight, he gets folded.
