They didn't put thought into the skills. Barbarian was a mistake. Actually, a lot of classes have this problem. For example, Amazon has shitload of skills which are useless and do no damage, and passives that you need only 1 point in and one passive that is detrimental (block while running or something). Druid and Assassin are somewhat fine with their skillset: skills like Dim Vision have at least some niche use.
But this thing is actually nice. You have to determine and find the build that is optimal and it is not easy if you play blind and don't use wiki and guides. Modern games have options that are equal, you can use any skill and equipment, and your efficiency will be the same.

Weapon specialization passives were a big mistake.
woop, I get to spend 20 points on a boring passive with the result that the so called "weapon master" is incompetent with all weapon types but one.

Actually, the way the skill trees are divided is pretty dumb too. They should have realized that a third of the Necromancer's skills being curses was a bad idea. WoW style tree theming would have worked better (for example offense/defense/misc.) Sorc and druid trees probably work the best. I realize the whole skill tree concept was pretty novel at the time, but still.

Barbarian attack skills can use any melee weapons. Why would you want skills to be limited to one weapon and give you less options? It would give less build variety. The game is from 2000, it used sprites and most melee skills between all the classes just recycled the same attack animations with varying speeds.
