Harley changed when they went from Arleen Sorkin to Tara Strong. The former sounds alot more natural and cutesy than Tara whos just doing a nasally impression of Arleen. You can say whatever you want about, but that change basically gravitated towards her modern incarnation you see now. Also another overlooked issue is Harley worked in the context of BTAS. Now they keep trying to implement her into other canons when she should have stayed exclusive to that show. Like The Batman 2004 gives Batman a friend whos a detective who later becomes Clayface and then another detective whos an original character. More iterations should be creating fun OC's rather than rehashing what people like on a surface level.
