Takes a little longer than the trash enemies at the end of LAD but you can power level and beat the game way over leveled if you go in for a few hours.Pirate in Hawaii: No, for the story. Yes, if you enjoy Majima. It's technically DLC for 8/IW with a character featuring in RIGHT at the end of it and it being a continuation of 8's storyline just focusing on the cult's politics and possible funding (while "fixing a plot hole" on the big bads age in 8). But utlimately it's where the series goes full "Urban Fantasy" if LAD didn't do it for you.
