There are no Nords left. All of the Nords in Skyrim have completely assimilated into Imperials. Even the Stormcloaks. In fact they are basically reactionaries, because they want to go back to an even more Imperial Pantheon of Gods than the one the Imperial worships right now.So the Stormcloaks don't even want to leave the Empire. They just want to make it a renegade province. Kinda like Switzerland, which claimed to still be part of the Holy Roman Empire, but no longer having any obligations towards it. So the Stormcloaks basically want to turn Skyrim into a poor shithole version of Fantasy Switzerland.True Nords would form warbands led by Leaders capable of Thu'um, who go around the continent to create new chiefdoms. Ulfric Stormcloak should have gone into Morrowind and conquered the western part of it and created his own private kingdom. Instead he and his family gave away an entire island and half of his capital city, as well as lots of rural farmland to Dunmer immigrants.

How come it took the Romans a couple of centuries to exert some level of control over the whole Iberian peninsula, while vastly more populous Hellenistic successor states fell to their sphere of influence pretty much on first contact? As a corollary, how come Umayaad Caliphate conquered almost the entirety of Visigothic Spain almost without a fight in a few years in 711, except for Kingdom of Asturias in the North? Or how, during Reconquista, Emirate of Granada survived for a few hundred years after the fall of rest of Al-Andalus?I'm pretty sure there's no consistent explanation in TES fluff, but these sort of things happen for highly contingent reasons. Terrain, social organization, internal politics, etc, etc. You'd have to read relevant history books for more thorough answers for the rhetorical questions, but some of these contingencies involve hilly train, lack of state structures you can co-opt, the systems for raising armies, the general will to resist Roman conquest, presence of Roman bridges and roads allowing armies to move quickly, internal division in the Visigothic Kingdom at the time, Ibn al-Ahmar making himself a useful ally to Kingdom of Castille, Cantabrian and Sierra Nevada mountain ranges and fortifications there being even more difficult to traverse than the rest of the peninsula, the development of gunpowder weapons and the modern administrative state that can field large armies for many years, logistical challenges in general...It's utterly wrongheaded to think of this sort of thing in terms of tallying up "military power" of a population in two regions and seeing which one is the biggest.

Ulfric is clearly a pussy who doesn't give a shit about Skyrim or it's history and just wanted political power. I think it would have been cool if there was another choice in the civil war that would do shit like burn down temples to Imperial deities, force out non-Nords violently, sacrifice people and strive to make Skyrim a more brutal and savage society. Also I could imagine you could only join this faction if you were actually a Nord, or married to one.

If the Great War was 25 years ago and he left High Hrothgar to join the legion, he would've had to have been in his early teens when they accepted him.
