how does anyone actually play drifter in a meta where standing 2 miles behind the tower and soaking up souls is meta, he literally can't deny without exposing himself because his shots just disappear after a few feet. he also has no CC, tankiness or escapes so he can't just take 400 damage in 1s from the tower and secure the kill anyway.

Sure, it was designed with teleport controls as the basis because Valve thought this would be babies first VR game for most, but the locomotion works well enough, even if an afterthought. Sometimes I'm actually impressed that in a chaotic teamfight my game doesn't crash. This game has code wizardy that is pushing Source 2 to its limits. The only game that comes close in an engine like UE is Predecessor which sure looks pretty, but it's much slower, boring, map is just a series of corridors, has no movement tech and itemization is only used for character stats/buffs/debuffs.
