Arbiter was meant to find skellingtons in there that confirmed humans were Forerunner. 3 introduces a bunch of changes (mostly stemming from that retarded Bestialityium they released with the game) such as Forerunners being a different species, Prophets having like 5 fucking origin stories, etc. The lore really started to go downhill here even before 343 could get their grunty little claws on it.
