Eddie wasn't a monster because he killed a dog and shot a bully in the leg, he was a monster because he ran to Silent Hill and let it turn him into a monster. Silent Hill is deeply evil. It wasn't punishing James, Eddie and Angela because it wants to redeem them, it's punishing them because it's evil and wants to destroy them. Whether or not they are "beyond redemption" (or in Angela's case, did anything wrong at all) is irrelevant. Eddie and Angela weren't strong enough to escape, and James is only able to get away in one ending out of six.

I wish Sh2 had been more popular on release. They clearly were setting a bunch of historical events up to explore in other games, which were then completely dropped. The general idea they were going for, and more or less allude to in SH2, is that Silent Hill is some kind of well spring for spiritual energy that the natives knew about. But a whole series of catastrophes and pain and suffering poisoned that energy so it's all negative energy.

See, the point is, Eddie killed a guy, and a dog, basically solely out of paranoia and a persecution complex but he refuses to admit his own guilt. It's why it's also implied whatever the town does barely affects him, it's why he's able to just sit there and eat pizza and the only reason he eventually dies there is because he starts a fight with James. He's objectively the most guilty out of the three.Angela killed her abuser because she couldn't take it anymore. She is the least guilty out of them but also the one who feels the most guilty and the one most affected by the towns curse. Which is why whe eventually succumbs to it.James is the one who could go either way. He wasn't justified in what he did the way Angela was and a big part of his arc is facing the fact that he didn't kill Mary out of sympathy or to put her out of her suffering but because he couldn't live with the burden of caring for her anymore. So he's the only one who has the potential to work through his guilt and forgive himself.
