Make a model/animation in 3D. Set a static camera, record it, then convert each frame into a 2D sprite. Downscale the fuck out of it to fit on half of a 160p screen, and there you have it. It's the same idea behind things like the pre-rendered backgrounds in FF7 (in fact, FF7 was direct inspiration for GS), except instead of a huge detailed single image, you have a sprite you can work with.
For the camera effect in >>719449643 where it pans around the party/enemy, you do the same thing that made Mode 7 possible: fake it with tweening.

And even if you do all of the above, it won't look exactly the same because the GBA's hardware limitations crushed everything they did into that iconic dogshit smear.
