If this wasn't a problem you'd just blast everything to death and you'd never feel the need to get the melee weapons which are really fun to fuck around with. Smacking things with the giant hammer is funny every time.

Hell, even if you sacrifice a colonel to capture an alien battleship, you are worse off than if you never did the mission in the first place, which is completely ridiculous(especially when compared to OG xcom, where even sacrificing 30% of your squad to capture a UFO was a net positive). It also has a bunch of alien abduction missions that punish you with panic even if you win because you can't send out 3 squads at the same time for some reason, unlike OG xcom. Finally, early bomb disposal missions are a nightmare and you are better of skipping them in higher difficulties.

Essentially you're always guaranteed to hit a target so long as the "circle" fits the enemy's body, if it doesn't the bullet can still hit but it strafes through any radius of the circle, the more of the circle that encompasses the target the better the chance the bullet won't miss.This design is fucking brilliant because you can risk/reward with critical shots on small weak points like enemy heads or antennas, or you can play it safe with a weaker bodyshot, instead of the retarded 99% chance of hitting missing its target anyways.Though I still like Xcom 1 better simply because the story was so good.
