KB+M is obviously going to be better than playing with a controller. You aim with your whole arm rather than your thumb. That being said, auto-aim on controllers can be made so strong that it's basically developer sanctioned aimbot. In newer Call of Duty games, it's so strong that it aggressively locks on with minimal stick input. Tons of """pro""" players use controllers for exactly this reason. If auto-aim was removed entirely and controller players had to actually aim, no one would ever use them because they would never hit anything.

Console players think KB+M is cheating because keys and pointers have inherently more precision and responsiveness, which a couple thumbsticks can't match. PC players think controllers are cheating because developers add tons of assits, auto-aim, bullet magnetism and other ease-of-use gimmicks to controllers, so the players so they can compete with PC players. The first complaint is a hardware issue, the second is a game logic issue. One is within the realm of the user, the other the developer.
