The series gives Disney a lot of veto power for creative control, so the devs have to kowtow to them for everything. Though Nomura seems to be leaning hard towards sneaking Verum Rex in through the back door these days.

This was true for the first part of the series
In KHIII nomura didn't want to put in any final fantasy characters because there were too many KH characters stories to tell anyway
He had to backtrack on this in the DLC because people complained, but originally III we never supposed to have a single final fantasy cameo
