>>719492125It just hit me until now but it's probably in relation to the ganguro trend which was popular at the time in Japan, they probably wanted to avoid Zelda to look like one, but at the same time maybe that was the intention with Tetra, sure, she was tan because of the sun at sea but it was also probably a design choice to communicate her rebel attitude in relation to the ganguro style which is also a form of rebelling against the usual japanese beauty standards.
