Why did Papers Please succeed but We the Refugees Ticket to Europe fail?
Papers Please managed to appeal to both sides of the political spectrum. You either saw it as a dark criticism of the nature of border control or you unironically enjoyed a game where you got to keep immigrants out of your country.

On one hand, I like how Papers Please doesn't take the easy way out by milking political points for condemning authoritarianism and making EZIC the good guys, but on the other hand the status quo is so bad that anything else seems like a preferable alternative.
