The Majima/Kiryu scene at the end of 0 was cringe and totally unearned. It shouldn't have been in the game.
1) Kiryu and Majima don't ever meet in 0, despite the scene implying they have already
2) Majima never puts on his crazy persona in the way depicted in the scene.
So this scene is not properly set up, despite having a whole game to do so. The game did not necessary need to have the elements in points 1 or 2, and things like how Kaz and Majima met could've been left to the imagination, but that scene messes that up by acting like Y0 led to that moment, which it didn't.

It’s very obvious that time has passed since the final mission and that scene, that wasn’t their first meeting. Did you not see the scene preceding it where Majima meets Makoto again? Surely seeing her being out the hospital, with fully healed eyesight, and a new life already established at this school shows you how much time had passed since Majima changed his hair style and adopted his new persona
