Many such cases.

The urban decay wasn't part of it, it was having a huge seamless city that put GTAIII on the map. Everything before then was level/stage based. Even Ocarina of Time was a series of smaller maps you transitioned between.

The only game that had a map as large as GTAIII was Asheron's Call.
