Venom should have been Solidus. Could've been a neat way to establish his admiration for Big Boss, even if they never really meet, and at the same time you could twist it so Big Boss is getting back at The Patriots by turning their clone against them. Venom is flat, has no character, and his purpose is to retcon an imaginary plot hole, pose for trailer edits that make the story/cutscenes seem better than they are, and rattle off some Lucas-tier poetry a few times throughout 20+ hours of dialogue.

Big Boss (personally) establishes Outer Heaven between 1989-1993, during which time Diamond Dogs is absorbed into it. Afterwards Big Boss travels to the U.S. and takes command of FOXHOUND roughly a year prior to the Outer Heaven Uprising in 1995.
So despite being more famous than Michael Jackson, nobody (not even intelligence angencies) questions how there are three different people who look exactly the same in three different places for 3-4 years. I guess it is a stealth game.
