Probably because the main story levels are some of the weakest in the series history, mainly being designed around multiplayer. The game didn't really get beyond mediocre until the last update with Heroes in Another Dimension and the hardest Ultimate Choice difficulty.

I think it goes further than that. The whole game in its essence was just derivative since the game structure was a hollow Super Star ripoff going so far as to copy many of the level gimmicks.
