Most games don't need any percentage under 50% for any reason. Does your balancing require 13%? Drop it. Does your ability have a +3%? Delete it. its not fun.

All modifiers in the entire game should be subject to this filter: Will the player, upon reading and seeing it in action, say: "Damn, this is strong as fuck"? If not, delete it.

those are some sexy numbers though. your marines doing +1 damage on top of a base of 6 is a euphoric experience. now factor in the double attack speed from stim pack, all while the rate of marine production goes up as you make more SCVs and more command centers dominating an ever greater number of mineral fields. and this is all while your missile turrets and supply depots blanket every other buildable tile, giving you absolute control of the map (i.e. the numerical percentage of map control is increasingly going in your favor). these numbers aren't just good, they are objectively more interesting to watch go up than games like cookie clicker and diablo 2 because they feel so much more significant

From a gamedev's standpoint. Let's say you gain +5% to health regen per turn.
How do we even conflate this? Shoud it mean you regen 5% more health per turn, or it's a +5% bonus to existing 1% health regen, turning it into 1.05% regen. Making +5% in the former more like 600% improvement

I think this is the issue with stats adding multiplicatively rather than additively. It makes the whole thing easier to balance since the developer can consider something like +5% as a literal +5% stat improvement, but something that add 5% additively is much more harder to balance since you must also consider how much stats the player have comparative to their progression in the game.

if you're sitting and sorting through a bunch of numbers like that you're doing it wrong. you can just intuit what each stat boost will do and play the game, at least in most strategy games and what op posted. I once heard a pro aoe player with thousands of hours in the game say he has no idea how much an archer costs or how much hp it has. he just remembers roughly how many villagers on food and wood it takes to continuously make them and roughly how many hits they can take at each upgrade level, etc

Do strategy games even have those modifiers outside of permanent upgrades? I find RTS games pretty straightforward, it's western RPGs and games like nu-God of War that do the thing where they give you a bunch of +1% items and if you want to optimize your build, especially for super bosses you have to engage with it.

Keeping numbers low and giving items unique abilities is more interesting. This is why even a green item might be better for your build than a purple one in BG3. I know a lot of people shit on 5e, I never played DnD, but I'm talking about purely from a gameplay perspective, lower numbers are better.
I feel like Chrono Trigger had that in a JRPG sense. People talk about how it's overrated and such, but the fact that max health is 999 instead of 9999 makes a big difference and there aren't items and stat that give you +5% crit chance, when you get the Rainbow Sword it's an immediate 70% chance, the point is that the fucking weapon crits a lot, it's not a minor boost.
Lower numbers, higher percentages or unique, noticeable abilities is the way.

I think it's more about knowing what the implications of a system are. Idle games are the ultimate incarnation of statslop and they're genuinely fun experiences (or, at least, they tap into something primal in the human brain).
They break down at the point that the difference in stats isn't meaningful or intelligible to the player

Unique effects have more potential to be interesting and create more varied experiences, but they're also harder to meaningfully balance without at least a layer of engaging with the stats. TBoI has a ton of unique effects, but most of them are also paired with some kind of modification to the player's stats as well to create tradeoffs.
If your game has something like vampirism or poison or conditional invincibility in it there's a 99% chance that bricks the difficulty with the right build unless you do some bullshit like making enemies immune
