>>719555820I listened to an interview with an old Rockstar dev not too long ago and he said that missions in the ps2 games were just whatever ideas the designers came up with and put them in with no consideration of tonal clashes. If they thought it would be a fun mission and can implement it in time, it got in. Starting with 4 they actually began rejecting mission ideas they felt would clash too much with the story. That's why a lot of 4s missions felt very samey, it's because any crazier mission idea would get rejected because "Niko wouldn't do that" or it's "too silly".
