Technically no. Through a series of acquisitions, Veritas Capital owns the rights to "The Oregon Trail" games, along with other Trails games (eg. Yukon Trail, Amazon Trail) Carmen Sandiego, and a bunch of other edudaitnment titles. The IP was previously owned by Houghton Mifflin Harcourt, during the period the game in OP (and the other games you're thinking of) were made by Gameloft.
That being said, the concept of people migrating via the Oregon Trail itself is public domain; its a documented historical event, you can make a story or artwork or game about it however you want. Hypothetically, you could get sued for IP infringement if you copied any creative content from The Oregon Trail games, but... is there any? Because they focused on being educational and accurate, there aren't any type of original characters or places (any specific people would be based on historical individuals), getting dysentery or your oxen drowning aren't fictional ailment, all the professions and supplies you could start with were all things real people had, etc. So, as long as you don't literally copy-paste the .jpgs of the game's logo or character portraits, you should be fine.
