No. There was a minor controversy once over the Wii Virtual Console games having iNES headers in the ROMs. iNES headers were appended by a third-party dumping utility and didn't exist in any genuine retail NES ROMs. This was largely misunderstood to mean that Nintendo was downloading ROMs off the internet to sell on the Virtual Console. It actually turns out Nintendo hired the guy who made the iNES file format to create the Gameboy Tower emulator in Pokemon Stadium, and this guy had been doing official emulators for Nintendo since while reusing some of his old tools.

Those are arguably necessary as many games have normally unseen graphical artifacts being rendered in the overscan. For example, every overworld mini-map in OoT must have a dungeon entrance icon on it for it to function. On maps without a dungeon this icon is placed in the top-left corner of the screen and is normally hidden behind the overscan. Without the overscan it is clearly visible.

Because Nintendo would rather charge you $50 a year to drip-feed low-res ROMs through a half-baked emulator wrapped in nostalgia than give you something that actually improves the experience. Ship of Harkinian shows what's possible when actual fans care about the game more than shareholders do, and that terrifies them. Can't monetize passion ports.
