is there any way to balance snipers in multiplayer shooters such that they're both fun to use and fun to fight against?

Not really. "Snipers" are best turned into "Scouts" or "Marksmen" with semi-auto rifles and some kind of mechanic that allows them to spot or detect enemies and rewards them handsomely for doing so, armed with medium range weapons that have low-power scopes. Sniping is not fun unless you are drunk or high, and being sniped at is never fun.

OR

give them reverse damage falloff so they're actually reverse shotguns and almost auto-lose at close range instead of being skill cannons that work everywhere

maybe you can have bolt action carbine variants that kind of do the opposite (falloff prevents one shots) if people want the skill cannon playstyle

force them to use slow weapons with tracers, heavily punishing imperfection and forcing them to play more dynamically instead of just camping.
do whatever's in your power to prevent people from quickscoping and all that gay shit. give incredible sway and blur if you're moving too fast, give the sniper low stamina, whatever. the fact that a marksman weapon's 1shot kill capacity can be abused at close range is a crime by the developer.
give better vision/scouting tools, allowing players to spot snipers from afar and call an airstrike if needed.

TF2 already has balanced Sniper Rifles, the issue is that retarded faggots (see: Soldier mains) refuse to play anything but Payload where maps are designed with massive sightlines because they have to be in order to make room for the payload track. You can bitch and whine at me all you like but it's the simple fact of the matter. Go play a mode that doesn't suck mega donkey dick and you'll see that Sniper is significantly easier to deal with.

I think snipers should be allowed to be stealthy and all of the modern day stuff to make them more visible has made them less fun to both play and play against. All of the ridiculous giant condensation trails and scope glint lens flares just make it feel more oppressive.

If you want to stand outside of danger to take as many shots as you need, you'd better make it so that the other weapons can reasonably suppress him as they approach or duck to cover.

The CS-style risk-reward setup is legit, especially when the AWP turns into a double-edged sword-lose it, and now the other team’s got the cannon. EFT is funny in that either you’re playing sniper elite with full kit or it’s just some rat chucking budget bolts through dorms praying to the netcode gods. Honestly, I kinda dig the bipolar nature of it though-makes sniping feel like its own mini meta instead of just another pick on the loadout screen.
