Its especially noticeable in MGS4 when every character flip flops every 2 seconds. Naomi goes from bad to good to bad. Solid Snake is about to kill himself but then he doesnt, he has a virus but then he doesnt. Liquid Snake is Liquid until he isn't.

Ocelot, Eva, and The Boss were all working in concert to make SNake the winner and thus make America the big hero of the entire incident and make it where they could wash their hands of The Boss.Ocelot played his part, simple as, if that requires him to oppose Snake, he did, but purposefully made sure Snake had a path to victory.
