Same reason gambesons and other forms of padded cloth armor are almost entirely absent from media despite the fact it was one of the most common forms of armor irl.Also, many armor sets from TES III, IV and V actually do have visible chainmail underneath the "main" bits, it's just they're usually lower level ones that will naturally look more mundane.

In Morrowind, your character will normally be wearing pants and other clothing underneath the armor (you could stack armor above clothes, but not other armor), you wouldn't really be seeing bare skin unless you went out of your way to not wear anything beneath the armor.
