combat, kinda, best tip I can give you is stay on the ground as little as possible, once you get Hurricane Blast things flow a lot better (might take a while depending on which build you picked at the start), you can also try and learn the tech window for the enemies so you can time your attacks properly and stay in the offensive
movement, you get abilities as you progress the game and it becomes way more enjoyable

Yes
Eventually you will get some combo abilities that make it better (timing depends on what you picked at the start)
Through the main story you'll get movement abilities but they won't really fix the stickiness

I replayed 2 recently and it made me realize it was never that great and you only think it was because you played it during your childhood. Its not terrible, its just not THAT good.

the combat in 2 is smoother but I like how KH1 rewards proper offensive play with tech, and how each keyblade has their own stat for it
as for movement, I'd say KH2 is worse in that regard because you only get the movement abilities by grinding forms and there's nowhere to take advantage of the movement except for one dungeon, made exactly because people complained about it the first time around
