The official Bloodlines 2 listings on Amazon UK have suddenly become "unavailable".

This means that Paradox are in the process of "adjusting" them. The standard edition description now mentions "Shadows & Silk", but that isn't confirmation yet that the clans have been added to the base edition. It could be a preorder bonus or something.
