Just build a tanky hybrid with lots of lifesteal from all sources. Don't use his heavy melee unless you really have to, it can be parried and his 1 with max charges upgraded should have near universal uptime and doesn't need as much charging.

When I last played (over a year ago), there was a big list of playable, but early development heroes you could try in the sandbox with console commands. Have they added any new ones? It seems like the bulk have been added to the game, but I know there were a handful still in testing and I'd assume in a year they added a few other in progress heroes.

What went wrong with the TF2 fanbase? Been there since the Orange Box release, stopped playing shortly after the F2P update and the fanbase then wasn't that different from the beggining, people were having fun, cheeky griefing here and there maybe, the occasional meatspin animated spray but nothing tragic.
