In most "good" continuities the Justice League and Superman intercedes in the affairs of regular people to some degree and is granted some latitude outside of their systems. He takes on superhuman level threats sure, but he also saves people when he sees shit happening; he typically leaves regular criminals tied up for the cops and doesn't just splatter bankrobbers into the pavement unintentionally or otherwise. He's not overstepping his authority, and there are times when the "good versions" of Superman adhere to the call of the normal citizens to deal with some element like collateral damage or how his mandate in the US may not extend exclusively to other countries if he's not stopping a planetary catastrophe; of course this can be manipulated by Lex Luthor and others to get anti-Superman/JL political parties involved for their own ends. So generally he is doing things in a balanced way; the issue is if he just starts saying
