Honestly I have 0 desire to rule. House does nothing to set the Courier up for failure. You deliver the chip, ask for more caps and you can either go on with your life or seek further employment. He doesn't press the issue, because by all accounts he has what he needs but realizes the potential in yourself. Continued employment under him means you have the backing of the most powerful man in the West Coast with an entire state of resources at his disposal. Even if you think House's plan for space travel is outlandish there is no safer or more luxurious foundation than a suite in the Lucky 38 surrounded by elite robots, with enough caps and guns to fill all your needs. And if you take in the best ending possible, almost everyone wins. NCR learns a hard lesson but naturally they'll be back in time. Legions fucked to hell.
