The remake should fix this by explaining it through logs you gather during a dozen fetchquests given to you by a black NPC.
Finally the hologram fish plothole will be fixed and the story will be greatly improved.

when you stumble upon the rest area the other team members suggest resting, that's a blatant appeal to the player to do something specific
after you rest Cloud gets up and says Sephiroth is somewhere there so that's a clear prompt for you to investigate the area again
if you try to leave Cloud remarks that they have to find Aeris
when you get to the main area Cloud says he hears Aeris' voice and the camera is pointed at the middle path pointed towards the back which leads to the shell with the weird fish but when you enter the shell you can see the fish disappeared and now there are stairs

The remakes can redo something from the original in a way that makes everything worse, but as long as it explains something that never needed explaining, they'll consider it an objective improvement over the original. All they care about is information. An explanation for the fish hologram, no matter how retarded or boring, and no matter how tediously presented, is BETTER than the original, which is BAD because it DOESN'T EXPLAIN.

That's because normally in the game you can only rest at save points or by talking to an NPC inside an inn, how else would you know the room lets you rest if the party members didn't make some kind of a remark on it? Again it's just not logical why the player would rest there if you have full health and mana. Is there any reason why the holographic fish exists in the first place, why wouldn't the stairs always be there?

This was the only thing to do, so while it took seven or so minutes to discover, it was pretty easy. What was the only difficult puzzle in the game and which took many hours was finding Don Corneo in Wutai, because there were very many locations there, the locations also had hidden rooms, so you're more likely to scour them over and over in case you missed something after all and the gong isn't at all obvious about being interactable or that its area can expand in such a way.
