There is a story about how a French officer calmly explained to a deserter why all deserters have to be killed and the deserter in the end agreed and asked to be put to death. Also people don't take the Darkspawn at a tangible threat in the beginning of DA:O, which would make matters of recruitment worse.

According to the Chantry, they were created when the Magisters Sidereal of the Tevinter Imperium opened a portal into the Golden City, tainting the realm of the Maker with their corruption and returning as the first darkspawn, their evil transfiguring them into the monsters they became. The taint they carried infected others, turning them into darkspawn as well.

The dwarves give little credit to Chantry beliefs, but they themselves have no known origin story for the darkspawn. As far as the dwarves are concerned, the darkspawn simply appeared underground, with some Shapers hypothesizing that there is a queen broodmother − the first mother.

According to Dorian Pavus and Fenris, magisters deny their involvement in starting the Blight. They claim the darkspawn have always existed, and that the magisters have no connection to them. Slaves are not regaled with a Tevinter version of the Chant of Light, so Fenris could not confirm if there is an official Imperial Chantry stance beyond typical Tevinter opinion.

As I understand, Darkspawn became more of a "DA:O" thing than a Dragon Age thing in general. Unless they came back in relevancy in Wokeguard, which I'll never play.
Even all the Coripheus thing in 2 and 3 don't elaborate much on darkspawn themselves.

This scene would've quite easily worked a lot better if the game gave you some reason as to why this would need to remain a secret in the first place. Would the prejudiced, maker-fearing populace be scandalized and persecute the order, would kings refuse to give them fiefs, etc. But since the only cost of drinking darkspawn blood is a premature death and madness of the individual, it seems like a small price to pay and hardly something that'd even need to be kept a secret (since just about everyone would be okay with that tradeoff) let alone warrant killing innocents to protect it.
