Why make blunt weapons at all? What makes those weapons useful is their mass and its distribution. They wouldn't lose any power if instead of a dull edge they were sharp. And axe can do everything a mace can, and more.

AKA what is actually good at getting through armor.Meanwhile the mace is omnidirectional to make it easier to connect with while on horseback. As it's intended role was as a backup weapon for the calvary when their lances were damaged.
