They never say or hint at wanting to do that. They just hide in the shadows. The cutscene for them feels like they had a grander story for them to be told but they ran out of time to flesh it out.

Again, it comes off like they had a bigger story for Leo, but in his case, they didn't have a proper ending ready in time for when the game had to be shipped.

I gave it a fair shot, it's just okay. But that is terrible for a sequel to something that many call the best game ever. The maps are much smaller (Eidos demanded the more resource-hungry UE2 for prettier screenshots). The unified ammo system makes no sense. The unified multitool / lockpick system sucks. The new interface sucks (designed for gamepads). The music is not memorable (they told the composer to make it "ambient" a la Thief).
