The trench coats are both light armor to prevent the mutation risk from healing constant small scratches and bullet wounds (its not like any plate carrier is going to be tougher than his natural skin so you might as well just go light armor) and also contains a power limiter so that they don't go into super tyrant mode too early because they become uncontrollable once they do.
Really the next stage of tyrant development wasn't making them bigger like the animated movies but focusing on making their mutations controlled transformations.

I don't know about the Remake, but in the original Resident Evil 3 the Tyrant virus is so potent it keeps evolving or transforming per their research from the original Tyrant program, so the suit they attached to Nemesis is designed to control the spread of the Tyrant virus, to stop it's evolution and keep it controllable and therefore keep the Nemesis controllable.
As when his suit/ clothing is blown off he starts to mutate uncontrollably, first he has massive tendrils and then when it's blown off he completely mutates after also feasting on a dead Tyrant, he mutates into some crab like massive monster that is completely uncontrollable.

Really base tyrants have been shown to be more than smart enough that they should be able to have personalities they're just all cloned from a sociopath and raised in a tube. The entire problem is that they didn't give him enough time to shine. Especially the first form, there's tiny little moments of brilliance during the first encounters in Raccoon City but you're so incredibly rushed and railroaded through the section you don't see much and once he transforms he just turns into the typical boss arena fights. I'll always be the opinion that if they stretched out the first Raccoon City segment for an extra hour and let Nemmy shine some more it'd be much, much better. What's there is good, it's just horribly rushed.

Putting aside that it could just be a matter of coordination/fine motor control, nemesis being smarter than the average tyrant doesn't mean that they didn't solve the important intelligence issue that stopped tyrants from being a marketable product. The Ne-a was come up with before a successful tyrant had even been made in an attempt to make shit like hunters smarter but they couldn't survive it. The project was basically dropped by umbrella because even though it could survive inside a tyrant the tyrant was already more than smart enough, even t-002, that it's unnecessary. Nemesis parasite tests were going on a full decade before they had the epsilon strain to could make tyrants without killing them.

Closest they ever got was the tyrant in End of the Road in Outbreak but he's not plotting anything, just oogaboogaing all over the place. Every other major villain just mutates as a last resort thing while generally losing their personality and every other BOW is just a blank slate monster instead of mixing the two.
I don't know why they haven't, its the easiest plot set up there is and fits in perfectly well with everything else. We know tyrants are set up to be near human intelligence, just tinkered with/mentally conditioned to hyper prioritize their mission, introduce some abandoned lab where they collected some of those rare individuals to put through testing and see if their clones would be good models and boom, you can make an instant tyrant protag or antag
