Raytracing has basically nothing to do with why those look entirely different.
They just changed the lighting totally, independently of the raytracing being enabled or not to make it seem like its having a larger effect.
Ray tracing wouldn't up the brightness or increase the intensity/saturation of the pink lighting. That is an independent variable from the lighting simulation.

See, it's about cost/benefit analysis. Yeah it's a neat feature sure, but is it worth the tradeoff? It's not. It reminds me of when The Witcher 3 first came out and it had that hairworks feature that gave the hair of the main characters a bit more of a realistic look. Yeah, the difference was there, it was immediately apparent. But it also fucking killed the performance of the game at the time and cut the framerate in half. It's not that the feature is "bad", it's just that it simply isn't worth what you're sacrificing to implement it.
