In 1 and 2, zombies weren't just enemies, they were basically obstacles and you had to expend ammo and sometimes hp to remove then. Since this was a survival horror game, you had to manage your resources on which areas you had to sacrifice ammo and hp to create a safer path so you can reliably backtrack through it with little danger. This became emphasized in 2, especially the remake, with the addition of Mr. X which had you constantly moving back and forth the police station while Mr. X followed you. If you took the wrong direction into an area with zombies, it was your mistake for not making the preparation before hand and for not consulting your map and taking note of which areas were safe and which were not.
