I believe it was supposed to be a proper "after the main game ending" with multiple branches depending on what ending V took, and was said to be the much larger Blood and Wine to the Heart of Stone-esq Phantom Liberty (which was slightly expanded from its original phase admittedly). Unfortunately, it was canceled thanks to so many resources being put into the clusterfuck at launch, especially with PS4. They never should have made it for older consoles (or frankly any consoles at first; launch on PC, then port if there was any question of its scope or features not fitting). There are SO many things that were cut or scaled back it appears (ie the life paths are a big one, the romances being so limited), and the game didn't really come to a suitable form until 2.x - if it launched at 2.x features (ie we only got public transit working eventually because so many people saw Edgerunners and screamed about how David could take the train but we couln't) and then continued to develop from there it could have been a good bit different. Even without all that though, they could have fixed the Panam ending/story and so many other things. Supposedly there were some plans for Edgerunners content after the show basically gave the game some insane goodwill at a hard time, too but like everything else, cut.
