Its not. Last time it was 50-50 which is nowhere near enough to pass any law in EU that requires pretty much unequivocal approval from all member nations. Thats also the reason why EU is so fucking slow just like UN: Any country can just veto away any new propositions.

Every single motherfucking indie retard who tried making online only shit always ended up screwing himself over long before SKG became a thing. Easiest example I can think of is Battlebit which dies out and whose developers ran away while leaving the game without updates. Another example I can think of is Hell is Others, where the devs really wanted it to be a online only battle royale extraction shooter but had to give up and add singleplayer mode. There's a bunch of random indie games I recall that tried to be online only and failed.
