Nah it was primarily sold as a multimedia device. It had some games comparable to PS2 releases like Birth by Sleep and Peace Walker but in reality it wasn't as capable and the restricted controls meant a reduced scope in gameplay.

In terms of power that is. PSP is between a PS1 and PS2

No, it was sold as a portable multimedia device. This was right before smartphones were common, and old brick phones were kind of crap at multitasking, so you could watch movies, listen to music, and play games without needing to carry multiple devices.
