Honestly' it's the story back flipping to excuse her look that turns me off. If they just played it off as some personal preference or even as some biological need al la Quiet, it wouldn't have bothered me. But the fact they feel the need to both lampshade and rationalize her attire at several points in the game is what pushes it past an sense of decency. I just can't take her or the game she's in seriously.

I disagree. I consider Bayonetta good character design despite being overtly sexual. The fault is in pretending Velvet isn't fetish bait and trying to rationalize her in-game attire.
