Neither, and I suspect you're a shill based on the way the question is presented. There is no need to upgrade from the Steam Deck at the moment, it's still by far the best handheld on the market. The only models that have a slight advantage over it in terms of performance require twice as much battery power to do so, cost twice as much and are built like brick shithouses

Was there ever a way to turn off the shadercache? It always kept downloading and I have slow internet. I'd be down to give the deck another chance if you can.

You can turn off background downloading in the settings. You'll have to pre-compile them which takes a while or skip it for on the fly compilation which I've never tried but I'd imagine would lead to stuttering on first viewing of each shader.
