You only miss if you don't have enough skill in the weapon type you are using, like it should in an RPG, therefore what happens in that video never happens to me.
Yes, the combat of morrowind is excellent if you know what you are doing.
Btw i'm a zoomer who played morrowind after skyrim and I prefer morrowind 100 times.
