What were they thinking with this game, like you got a card game with established rules and then dont use those rules in the video game

for starters when forbidden memories was already in development when vol 1 was released, and then expert rules like tribute summoning were only mentioned in the official guide also in 1999 but in may
multiple games were in development in 1999, like duel monsters 2 (where ishizu debuted with that early look also seen in forbidden memories - before the manga)
the ocg were very barebones and forbidden memories is supposed to be a different game, tied in with gacha machines, wanting the actual ruleset is actually pretty much retarded but I'm assuming you're a secondary that doesn't know any of this and wanted actual rituals (lol) and tribute summoning on something where it simply isn't applicable just like it wasn't in the actual card game

and don't even get me started on the bandai card game or duel monsters I

also the season that popularized the card game debuted in april 2000 and it was clear that duelist kingdom also operated on a different ruleset as pointed out both in the manga and anime

expert rules in battle city were also different than the ruleset in the OCG

so there were no "established rules" anywhere for forbidden memories to be based on and more so that wasn't the intention at all if if there were established rules
