I would argue Cloud's will to protect Tifa was all he ever had naturally. Maybe that and the ability to get his ass kicked and not die.

the exact opposite is true, there's multiple scenes where characters say something to the effect of wanting cloud to be there/putting up with his bullshit because despite being objectively insane for most of the game he gets shit done

It's less that he's weak willed and more that he's insecure. A weak willed person is one who crumbles when faced with even just a low to moderate amount of adversity, but when the shit goes down and Nibelheim is razed it's not SOLDIER First Class Zack Fair that stops Sephiroth, it's Cloud being pushed to the edge by his idol "betraying" everything Cloud thought he was.
