Why did it fail?
Literally no one cares about Shuten Order.
Is it because of the artstyle of that the protag is a woman so fujos didn't show up?

Because it launched without cloud save and has a sloppy localization with grammar errors and text boxes. It’s now become a game you buy on a Steam sale in 6 months after all the bugs are fixed.
