I don't think so, the potential WAS there but the game was unpolished in many ways and Team 17 never bothered to make a sequel (which is kinda sad)

Again, it was kinda unbalanced. The campaign wasn't that fun because you either tried to win by killing worms themselves (if it was allowed as one of winning conditions) or you spammed rhino to turn enemy buildings into shreds. Not sure about multiplayer, I think matches between good players would end very fast but matches between average players would take forever and end with Sudden Death.

That is true - I don't think magnets from Open Warfare 2, worm types from Revolution and artillery + buildings to hide inside from W.M.D. were innovative compared to Forts or Blast.
