It was hinted at from ch1 and ch2 wasn't subtle about it. The Noelle segment in both routes and Noelle's blog gave people false hope, and then four years of copium exposure made everyone forget Toby is a card-carrying member of the badly-written yuri fan club.It's been getting increasingly hopeless over time, but people kept finding things to cling to until Toby said outright "I'm rehashing Undyne". It doesn't matter if it's dull, cheesy, lobotomizes the characters or has canon red flags for an unhealthy foundation. None of that was intentional, Toby isn't going to pull a subversion that angers his chosen people.
